How does New York classify water operators?
New York uses six Water Treatment Plant Operator grades — IA (highest), IB, IIA, IIB, C, and D — under Subpart 5-4 of the State Sanitary Code (revised program effective Feb 14, 2001). Required for all community and non-transient non-community water systems. Grades IA and IB typically require ~10 years experience, often including time as a Grade IIA or IIB operator. Renewal cycle is 3 years (changed from 4 years in the 2001 revision). Continuing-education requirements: 3.0 CEUs (30 contact hours) for Grades IA, IB, IIA, IIB and 1.5 CEUs (15 contact hours) for Grades C and D, per 3-year cycle. Grade IA operators must additionally complete a Department of Health–approved laboratory class each cycle (5 hours minimum, on top of the 30 contact hours). If a certificate lapses more than one year, the operator must re-complete the initial training and experience requirements and pass a validated examination to be reinstated. Note for NY operators: Subpart 5-4 imposes some operating and notification requirements beyond the federal SDWA; verify state-specific rules against the State Sanitary Code if a quiz question's federal answer doesn't feel right for your facility.
