How does Minnesota classify water operators?
Minnesota's water supply system operator certification is governed by Minnesota Rules chapter 9400 (Certification of System and Facility Operators), specifically 9400.0700. Five class levels exist for Water Supply System Operators: Class A (highest), B, C, D, and E (entry / very small systems). Every community and nontransient-noncommunity (NTNC) public water supply system that provides pumped water for human consumption must employ a certified water operator. Class progression requires education/experience prerequisites — for example, Class B requires either Class C certification for at least 1 year, OR a high school diploma plus 6 years of operation experience in a Class A/B/C system, OR a bachelor's degree in chemical/civil/environmental/mechanical/sanitary engineering or a physical/biological science plus 2 years in a Class A/B/C system. Exams are closed-book, 3 hours, 100 multiple-choice questions, with a 70% passing score; a formula sheet is provided. Single $32 exam fee covers all class levels. Applications are due 15 days before the exam date; if a candidate fails, they must wait 90 days to retake. After passing, a separate $23 certification fee must be paid within 90 days or the exam must be retaken. Certificates expire 3 years from the date of issue and must be renewed within 30 days after expiration. Training is commonly offered by Minnesota Rural Water Association (MRWA) and at the Northeast / Southeast Water Operator Schools.
