How does Louisiana classify water operators?
Louisiana's operator certification is governed by LAC 48:V Subpart 21 Chapter 73 (§§7301-7339) under authority of R.S. 40:1141-1151 (Act 538 of 1972). Three water certification categories exist — Water Production, Water Distribution, and Water Treatment — plus Wastewater Collection and Wastewater Treatment. Classes 1-4 are tied to population served: <1,000 (Class 1), 1,001-5,000 (Class 2), 5,001-25,000 (Class 3), over 25,000 (Class 4). Water Production certification is required on all PWS facilities; Water Treatment is required for surface water and complex groundwater systems; Water Distribution is required on all conveyance from plant to consumer. Qualification uses a points system: OIT=0, Class 1=1, Class 2=2, Class 3=5, Class 4=8 (high school diploma/GED required for all). Classes 3-4 cap education-only or experience-only at 75% of required points; Classes 1-2 allow up to 25% from education. Operator-in-Training (OIT) is valid 24 months and cannot serve as the operator. Provisional certificates are issued to applicants who pass an exam but lack experience. Passing grade is 70%; failing requires a 90-day wait, with three failures triggering a 40-hour course requirement before retesting. Exam applications are due 30 days in advance. Renewal cycles are two years on A-J (2026-2027) and K-Z (2025-2026) letter blocks; renewal requires a minimum of 16 contact hours for water categories combined or 8 hours per certificate (whichever is greater). Class 1-2 coursework counts toward Class 3-4 renewal hours but does not qualify you to sit for a Class 3-4 exam — that requires a Class 3-4 course.
