How does Kentucky classify water operators?
Kentucky's operator certification is governed by 401 KAR 11:040 (operator qualifications) and 401 KAR 8:030 (plant classification). Water treatment certifications include Limited, Class IA-D, IB-D, IIA, IIB-D, IIIA, IIIB, IVA, and IVB — with the letter (A/B) distinguishing the treatment technology authorized (e.g., IVA/IVB require a bachelor's degree in engineering or natural sciences). Water distribution operators are separately certified as Class ID, IID, IIID, or IVD. A Bottled Water Operator certification also exists. Operator-in-Training (OIT) designations are available for candidates who have passed the exam but not yet met the experience requirement. Experience requirements escalate at each class (e.g., Class IIIA requires 3 years of operating experience with at least 1 year in a Class II/III/IV-A plant), with limited education-for-experience substitutions allowed under the regulation. Continuing education: 12 hours per cycle for Class I/II, 24 hours for Class III/IV. Renewals are due June 30 of each even-numbered year. Training and exam prep is widely offered through the Kentucky Water and Wastewater Operators Association (KWWOA).
