How does Utah classify water operators?
Utah (DDW) certifies operators in two parallel disciplines — Treatment and Distribution — each at Grades I (entry) through IV (highest). Public Water Systems must have a Direct Responsible Charge operator certified at or above the system's grade level. Exams are NOT sequential — operators may apply for any grade-level exam in any order. After passing, operators receive a 'Restricted' certificate until experience requirements are met (then it becomes 'Unrestricted'). Exam proctoring is scheduled with Rural Water Association of Utah (RWAU). Renewal every 3 years, due December 31. Continuing Education uses CEUs: 1 CEU = 10 contact hours. Grade IV operators require 3 CEUs (30 contact hours) per 3-year cycle. Backflow Testers and Cross Connection Control Program Administrators have separate certifications (3 classes, with 6 hours of backflow-specific CEUs annually for CCS). Governing rule: Utah Administrative Rule R309-300.
