How does Montana classify water operators?
Montana's operator certification is governed by ARM Title 17, Chapter 40 (administered by DEQ). Five certification categories exist, each using inverted numbering where Class 1 is the HIGHEST and Class 4 is entry-level: Water Distribution System Operator (Class 1A-4A), Water Treatment System Operator (Class 1B-4B), Municipal Wastewater System Operator (Class 1C-3C), Industrial Wastewater Treatment Operator (Class 1D-4D), and On-site Wastewater System Operator (Class 2E-4E). A combined Class 4AB exam covers Very Small Water System operators (groundwater) — one exam, one fee. Full-certification work experience: Class 1 = 2.5 years; Class 2 = 2 years; Class 3 = 1.5 years; Class 4 = 1 year. A HS diploma/GED is required (or a Competency Assessment if no formal education), and up to half the experience requirement may be substituted with engineering training (2 days of training = 1 day of experience). Exams cost $70 each plus a $70 application fee (e.g., applying for 2A + 3B = $210 total). All exams require 70% to pass and must be applied for 30 days in advance with no exceptions. Exams are offered at DEQ offices (Helena, Billings, Missoula, Kalispell), the MRWS Conference, Spring Water School, and Fall Water School. Classes 4 and 5 have been combined — there's no longer a separate Class 5AB. Certificates renew annually by June 30 ($30 drinking-water / $40 wastewater); CEC requirements are biennial (due May 31 of even-numbered years): Class 1 = 20 hrs FC + 10 OT; Classes 2-4 = 10 hrs FC + 5 OT; Class 5 = 4 hrs FC + 2 OT.
