How does Michigan classify water operators?
Michigan's operator certification is governed by Act 399, P.A. 1976 and Administrative Rules R 325.11910-1915 (Part 19, Examination and Certification of Operators). Three exam categories are issued by EGLE-OTCU: F (Filtration, i.e., full surface-water/filtration treatment), D (Limited Treatment, chemical addition without filtration), and S (Distribution). Each category has five levels — Level 1 is the highest, Level 4 is the entry level for community water supplies, and Level 5 is the noncommunity (Type II) supply tier. Each F, D, and S certification requires a separate exam (and applicants pay per exam — e.g., S-3 + D-3 = two fees). All exams are multiple choice with a 70% passing grade. F and D exams additionally require a written laboratory exam; F also requires a separate practical lab exam after passing. Exams are offered statewide twice yearly (first Wednesday of May and November). Qualification uses an education + experience points table: F-1 needs 80 education points (HS + 2 years college equivalent) plus 60 experience points; F-4 requires 60 education + 3 experience points. Certificates renew on a 3-year cycle with CEC requirements: Levels 1-2 = 24 hours (18 technical/managerial); Level 3 = 24 hours (12 technical/managerial); Level 4 = 12 hours (6 technical/managerial); Level 5 = 9 hours. Expired certificates may be reinstated within 1 year; after that, the operator must retest. Renewal fee is $95 for all certifications on one certificate.
